ADVERTISEMENT FOR BIDDERS

Sealed Bids will be received by the City of Flowery Branch, Hall County, Georgia at the City Hall until:

10:00 A.M. Local Time on July 15, 2022

for the Project known as: City of Flowery Branch, Georgia

Flowery Branch WRF Upgrade to 2.2-MGD BID #22-009

at which time and place the proposals will be publicly opened and read aloud. Proposals received after the designated time will not be considered and returned unopened. The OWNER of the project is the City of Flowery Branch, Georgia. The ENGINEER for the project is Infratec Consultants, Inc.

The Project generally consists of the following major items:

  •  New Headworks including Screening and Grit Removal
  •  New Influent Pumping Station
  •  New Carrousel Basins and Associated Equipment
  •  New Secondary Clarifiers
  •  Relocation of Existing Disc Filter
  •  One New Disc Filter
  •  New Membrane System Pumping Station
  •  Major Expansion of Existing Pall Membrane System
  •  Expansion of Membrane System Building
  •  New UV Disinfection System
  •  New Post Aeration System
  •  Modification of Existing Biological System and Aerobic Digester Tanks
  •  Chemical Storage and Feed Systems
  •  Instrumentation and Controls
  •  New Emergency Generator
  •  Electrical Work as Required
  •  General Site/Civil work
  •  Yard Piping
  •  Modifications to Existing Facilities
  •  Related Appurtenances and Accessories for a Complete and Functional facility

Bidders shall inform themselves concerning Georgia Laws and comply with same.

This project is a Federally Assisted State Revolving Loan Fund Construction Project and Bidder shall be subject to the conditions as set forth in the contract documents.

Bidding Documents may be obtained from the issuing office, Infratec Consultants, Inc., 310 Saddle Hill Ct., Roswell, Georgia 30075, upon payment of $150 per copy. No refund will be made for returned documents. The OWNER is not obligated to consider a bidder’s proposal if bidder is not on record with the issuing office as having received complete Bidding Documents.

A mandatory Pre-Bid Conference will be held at 10:00 a.m. local time on June 14, 2022, at City Hall, followed by an optional site visit.

The time allowed for Substantial Completion of Phase 1 is 720 calendar days, and the time allowed for Substantial Completion of Phase 2 is 900 total calendar days.

Payment and Performance bonds will be required from the successful Bidder.

All Bids will remain subject to acceptance for sixty days after the day of the Bid opening.

The Owner reserves the right to reject any or all Bids, to waive informalities and re-advertise.

Each Bid must be accompanied by qualification documents as described in the bid documents. Before a Contract will be awarded for the work proposed herein, the Owner will conduct such additional investigations as is necessary to determine the performance record and ability of the apparent low Bidder to perform the size and type of work specified under this Contract. Upon request, the Bidder shall submit such additional information as deemed necessary by the Owner to further evaluate the Bidder’s qualifications.
